James Cargas has dedicated his life to implementing smart, sustainable, affordable, and renewable energy.

Prior to founding the Green Energy Law LLC, James was a public servant at the City of Houston’s City Attorney’s Office, U.S. Department of Energy, Clinton-Gore White House, U.S. Federal Energy Regulatory Commission, and U.S. Congress. When James ran for Congress in 2012, 2014, and 2016 in Houston’s Energy Corridor, he earned the Chronicle’s endorsement each time.

Making Houston The No. 1 Green City:

Before founding Green Energy Law LLC, James was the Senior Assistant City Attorney for Energy at the City of Houston. Mayor Bill White hired him in 2008 as the City’s energy counsel responsible for all aspects of energy as well as some environmental, real estate, regulatory, and transactional matters. During the Recession, James facilitated the weatherization of over 13,000 low and moderate-income homes resulting in each family realizing a $60 to $125 in monthly energy savings

when achieved, sustainable solutions are very successful.

Bringing parties together to sign a mutually-beneficial transaction is more challenging that litigation. It requires negotiations where either side can walk away. Afterall,  signing an agreement is just the beginning of a business relationship. Successful negotiations lead to successful ventures, which lead to additional negotiations and growth.

James Cargas leverages decades of public service at the federal and municipal levels

James moved to the world’s Energy Capital after spending a dozen years in our nation’s Capital at Congress, Federal Energy Regulatory Commission, White House Council on Sustainable Development, and Department of Energy. 

Once in Houston, James served as the Senior Assistant City Attorney for Energy for three mayors. He made significant reductions in energy costs while also hedging against market risks, and implementing widespread energy efficiency projects.

Sustainability or sustainable development requires balancing economic growth, environmental protection, and social equity.

When this balance is achieved a project’s success is assured regardless of the whims of elected officials or inaction of Congress. A truly sustainable solution is one that theoretically continue forever. That’s the model Mother Nature gives us to follow.
