City or county creates type of land-secured financing district or similar legal mechanism.

The lenders provides funds to the property owner to pay for energy project.

Step 2

Property owners voluntarily sign up for them financing and install energy projects.

Step 4

Property owner repays bind through property tax bill (up to 20 years).
